20 killed in CAR attack

A grenade attack on a funeral in Bangui, capital of the Central African Republic, kills 20 people, a government minister says.
The attack happened at around 23:00 on Thursday (22:00 GMT), Public Security Minister Denis Wangao Kizimale was quoted as saying.
Eleven people were injured in the attack, he told AFP news agency.
The country has been hit by civil conflict since a rebel group deposed the president in March 2013.
Kizimale told national radio that the attackers were “extremists well known to the police”, according to AFP. Reports from Bangui say that Muslims are being blamed. No group has said it carried out the attack.
The conflict has taken on an increasingly sectarian nature, with UN human rights chief Navi Pillay warning last week that hatred between Christians and Muslims in CAR had reached a “terrifying level”.
The mainly Muslim rebel Seleka movement deposed President Francois Bozize in March 2013 and installed their leader Michel Djotodia as president.
The rebels were accused of targeting Christians and in January Djotodia was in turn forced to step down amid criticism he had not done enough to stem sectarian violence
Attacks on Muslims have now become a major element of the conflict, with thousands of Muslims fleeing their homes and even the country.

Sanusi shuns FRC panel, sitting suspended

The Financial Reporting Council of Nigeria on Thursday alleged that the Central Bank of Nigeria under the leadership of the suspended governor, Mr. Lamido Sanusi, spent N500bn as intervention fund in various sectors without obtaining the approval of its Board or the Federal Executive Council.
It also alleged at a sitting in Lagos in which the suspended governor was scheduled to appear that the bank under his watch spent N10bn to renovate five palaces of traditional rulers in the country under its education intervention projects.
Sanusi, however, refused to appear before the panel, which is currently investigating the activities of the CBN under his watch.
Sanusi, who said the invitation was in bad faith, has also sued the FRC, according to sources close him.
The FRC had invited Sanusi along with the deputy governors of the CBN to appear before it as part of the ongoing investigation into the activities of the CBN.
The deputy governors are Mr. Kingsley Moghalu, Alhaji Suleiman Barau, Mr. Babatunde Lemo (who recently retired from the bank) and the acting governor of the central bank, Dr. Sarah Alade.
Also invited to appear before the council were the Managing Director, Bank of Industry, Ms. Evelyn Oputu; Mr. Babatunde Dayo and Mr. Gabriel Okpeh.
While everyone showed up for the hearing, Sanusi and Alade did not come.
The Executive Secretary, FRC, Mr. Jim Obazee, later said the sitting of the panel had been suspended following a letter from Sanusi’s lawyer that the investigation was subjudice.
The council also alleged that CBN failed to prepare its financial statements in accordance with the acceptable financial standards.
Obazee said it was wrong for the CBN to have disbursed the N500bn intervention fund through the Bank of Industry and Deposit Money Banks without obtaining necessary approvals.
The deputy governors in attendance could not proof that the CBN obtained the approval of the board for the money to be disbursed.
However, Barau and Lemo denied that the CBN spent N10bn to renovate palaces.
Obazee also said the CBN’s financial statements revealed that the Asset Management Corporation of Nigeria risks constituted 27.3 per cent of its accounts.
According to him, the CBN ought to have properly briefed Mr. President about such level of risks.
Obazee also said the CBN under Sanusi acquired shares in the International Islamic Liquidity Management Corporation without the board’s approval.
Moghalu, Barau and Lemo could not prove that the IILMC transaction followed due process.
On why the CBN account was not acceptable, the FRC boss said, “The process we follow in the FRC is that we receive financial statements from entities by law. Organisations are supposed to submit their financial statements to the FRC and we review for compliance with the accounting or financial standards.
“Having reviewed their books, we report back to you by inviting you for a formal meeting like this.”

In what has been described as the most expensive dog sale ever, a Tibetan mastiff puppy has been sold in China for almost 2 million dollars, a report said on Wednesday.
A property developer paid 12 million yuan (1.9 million dollars) for the one-year-old golden-haired mastiff at a “luxury pet” fair on Tuesday, in the eastern province of Zhejiang, the Qianjiang Evening News reported.
“They have lion’s blood and are top-of-the-range mastiff studs,” the dog’s breeder Zhang Gengyun was quoted as saying adding that another red-haired canine had sold for six million yuan (about a million dollars).
Enormous and sometimes ferocious, with round manes lending them a passing resemblance to lions, Tibetan mastiffs have become a prized status symbol among China’s wealthy, sending prices skyrocketing.
The golden-haired animal is 80 centimetres (31 inches) tall, and weighed 90 kilogrammes (nearly 200 pounds), Zhang said, adding that he was sad to sell the animals.
“Pure Tibetan mastiffs are very rare, just like our nationally treasured pandas, so the prices are so high,” he said.
One red mastiff named “Big Splash” reportedly sold for 10 million yuan (1.5 million dollars) in 2011, is the most expensive dog sale then recorded.
The buyer at the Zhejiang expo was said to be a 56-year-old property developer from Qingdao who hopes to breed dogs himself, according to the report.
The report quoted the owner of a mastiff breeding Website as saying that last year one animal sold for 27 million yuan at a fair in Beijing.
But an industry insider surnamed Xu said that the high prices may be the result of insider agreements among breeders to boost their dogs’ worth.
“A lot of the sky-high priced deals are just breeders hyping each other up, and no money actually changes hands,” Xu said.
Owners say the mastiffs, descendants of dogs used for hunting by nomadic tribes in central Asia and Tibet, are fiercely loyal and protective.
